Wifi not working windows 8

I am trying to share this connection with my Android phone (Samsung Galaxy Pocket) by creating a Wi-Fi hotspot but nothing I do seems to work. I have a Dell laptop running Windows 8.1 connected to the internet through a mobile broadband connection.
